Harley-Davidson Registers Pan America CVO With California Air Resources Board
According to an executive order by CARB (California Air Resources Board), Harley’s ADV lineup will comprise three variants, namely Pan America, Pan America Special, and the Pan America CVO. The company has already announced the Special in its announcement earlier in the year. The upcoming motorcycle marks H-D’s first-ever ADV under the Custom Vehicles Operation since its inception in 2009. In case you’re unaware, CVO-badged motorcycles usually comprise bigger engines and custom liveries over their standard counterparts. We’ve seen this on several cruiser models in the past, whether it’s the Fat Bob, Street Glide, Road Glide, Breakout, or Road King.
However, we believe the Pan America CVO will be an anomaly in the lineup and retain its 1,252cc Revolution Max V-twin engine. That’s because H-D has only one ADV-suited engine in its current portfolio. The CARB order backs up this up, as it mentions all three Pan Ams have the same mill. For reference, the engine produces 150 horsepower and 95 pound-feet on the adventure bike, making it the most powerful H-D on sale.

The Harley-Davidson Pan America CVO Weighs More Than Its Standard Self
New Harley-Davidson CVO Street Glide Recalled Again In Less Than Two Months

What will change? Primarily, the equipment. According to the documents, the CVO has a 20-pound higher equivalent inertia mass than the standard model. This suggests the presence of extra equipment, probably panniers, a new luggage rack, a radiator grill, and a bigger bash plate. H-D sells all these as accessories at the moment. In similar fashion, the CVO will differ from the standard by way of new colors. Bespoke paint jobs have been a key component of CVO models since the start, and we don’t see why the adventure bike would sing a different song.
Alternatively, the extra weight could mean different underpinnings. We know spoke wheels are already available for the Special, but the CVO might bring more off-road-suited suspension. Currently, the Pan America has Showa 47 mm USD forks and monoshock with 7.5 inches of travel at each end. It’s primarily suited for road riding and occasional off-road shenanigans.
